lights festively displayed along a two-mile drive throughout the Park &
Sports Complex. Over 400 magical light displays, some up to 70 feet long, are
custom made for The Great Christmas Light Show. Visitors will experience 30 <i>new</i>
animated figures and holiday scenes where the lights come to life. </span></p>
<p class="MsoNormal"><span style="font-family: Arial, sans-serif; font-size: 10.5pt;">After journeying through
the light show, we invite you to park your car and visit Santa’s Village where
you can enjoy hot chocolate and s’mores, get a close look at the lights on the
Santa Express Train Ride, and, of course, meet Santa<i>!</i></span></p>

enables the City to pay over two years a short-term loan of $4.5 million taken

the City’s current FY 2020 budget, it reduced the City’s millage rate by 6.1

Park & Sports Complex. Since opening in March 2014, the facility generated
over $100 million in new, direct revenue for the North Myrtle Beach economy,

interim basis for the City of North Myrtle Beach. During this period, he will

onset of the COVID-19 emergency, was $119 million. If Council adopts revisions
proposed during the June 8 workshop, the budget would be about $89 million.</span></p>

<p class="MsoNormal"><span style="font-family: Arial, sans-serif; font-size: 10.5pt;">City Council discussed a
proposed property tax increase of 7.9 mils to generate revenue to pay the
short-term loan the City assumed prior to the onset of the COVID-19 emergency
in order to purchase 95 acres of land for the expansion of the North Myrtle Beach
Park & Sports Complex.</span></p>
<p class="MsoNormal"><span style="font-family: Arial, sans-serif; font-size: 10.5pt;">The City’s current
property tax rate is 37.1 mils and the proposed increase would bring the rate
to 45 mils, still the lowest property tax rate for a full-service City in Horry
County and among the lowest in South Carolina.</span></p>
<p class="MsoNormal"><span style="font-family: Arial, sans-serif; font-size: 10.5pt;">The millage increase
would enable the City to pay the short-term loan of $4.5 million and existing
bills for professional services rendered to prepare the project for bid.
However, City Council would defer moving forward on construction of the project
until revenues are more favorable.</span></p>
<p class="MsoNormal"><span style="font-family: Arial, sans-serif; font-size: 10.5pt;">When City Council passed
the City’s current FY 2020 budget, it reduced the City’s millage rate by 6.1
mils from 43.2 mils to the current 37.1 mils in order to reflect the end of the
eight-year bond issue with which the City purchased 162 acres and constructed
the original Park & Sports Complex. Since opening in March 2014 and up to
the onset of the COVID-19 emergency, the facility generated over $100 million
in new, direct revenue for the North Myrtle Beach economy, primarily in the
off-season.</span></p>

ordinance, which is also a public hearing, is scheduled for the June 15, 7:00

code will activate tone-alert weather radios that are set to receive tornado

short-term loan, the City paid $4.2 million for the purchase of 96 acres

revenue generated by the proposed 7.9 mils increase would pay off the
short-term loan, the rest would fund payments on a multi-year bond issue for
construction of six new ballfields, seven soccer/lacrosse fields, a family
entertainment center, a possible water-play area, and more.</span><span style="color: #36495f; font-family: "arial" , sans-serif; font-size: 10.5pt;"><o:p></o:p></span></div>

expansion project and its currently projected cost of about $25 million to City
Council at the budget retreat in order to get a feel for Council’s appetite for
the project. Council liked the project and the positive financial and quality
of life impacts it offers North Myrtle Beach. City management will now move
toward getting more precise figures on costs for each element within the
project, enabling City Council to come to a better understanding of whether to
bond all of the proposed improvements at one time, do key elements now and save
some for the future, or do some of the proposed amenities but not others.</span><span style="color: #36495f; font-family: "arial" , sans-serif; font-size: 10.5pt;"><o:p></o:p></span></div>

property tax rate is 37.1 mils. For the current budget year, City Council
reduced its millage rate by 6.1 mils to reflect the end of the eight-year bond
issue with which the City purchased 162 acres and constructed the original Park
& Sports Complex. If the proposed 7.9 mils increase is adopted, the City’s
new property tax rate would be 45 mils, still one of the lowest in Horry County
and South Carolina for a full-service city.</span><span style="color: #36495f; font-family: "arial" , sans-serif; font-size: 10.5pt;"><o:p></o:p></span></div>

2014, the Park & Sports Complex generated over $100 million in new, direct
revenue for the North Myrtle Beach economy, primarily in the off-season. The
facility has attracted over two million visitors. The expanded facility would
enable the City to compete for and host larger sports tourism events, and host
multiple events simultaneously. It would also position the City to provide
continued opportunities for its growing youth and adult recreation leagues, and
add increased entertainment, festival, special events and other opportunities
for residents and visitors alike.</span><span style="color: #36495f; font-family: "arial" , sans-serif; font-size: 10.5pt;"><o:p></o:p></span></div>

<span style="font-family: "arial" , sans-serif; font-size: 10.5pt;">The proposed budget
includes construction of the 18th Avenue North Ocean Outfall beginning in fall
2020. Construction would occur over two years in the fall, winter and early
spring months. While other outfalls were funded through a bond issue, the City
delayed this new outfall by a couple of years in order to accomplish the
estimated $14 million project ($12 million City and $2 million state) without
borrowing funds. Smaller storm water drainage projects are also included in the
proposed budget.</span><span style="color: #36495f; font-family: "arial" , sans-serif; font-size: 10.5pt;"><o:p></o:p></span></div>

includes initial funding for an Emergency Operations Center (EOC) and a Data
Management Center (DMC) on the west side of the Intracoastal Waterway. These
facilities would be constructed in phases over a couple of years and would
share a site with a new fire station, the latter coming on line several years
from now to serve development in the city limits on the west side of the
Intracoastal Waterway.</span></div>

the City with a secure, centralized facility from which to manage severe

moved into The Oaks at Windy Hill three and a half years ago. When they
purchased their home, they inherited the role of caretaker of a beautiful oak
tree at the entrance to their neighborhood. The tree is between 150 and 175

since 1998 and the Prices were happy to take over the reins. The owners of
three of the six homes built in The Oaks at Windy Hill split the responsibility

Waste Authority informed cities, towns and other entities offering recycling
programs that it is receiving an increased number of loads containing plastic
and other bags at its Materials Recycling Facility (MRF), where your city and
others take the materials it collects to be recycled. The bags wind up in the
MRF's machinery, causing significant downtime and repair costs. </span><span style="color: #36495f; font-family: "Arial",sans-serif; font-size: 10.5pt; mso-fareast-font-family: "Times New Roman";"><o:p></o:p></span></div>

<span style="font-family: Arial, sans-serif; font-size: 10.5pt;">In the recycling
industry, loads containing bags are “contaminated loads." The overseas
markets that buy recyclables from the County have decreased their acceptable
contamination threshold to .05%. When the contamination level exceeds that, the
country receiving the recycling load sends it back to the County at the
County's expense. The County must then pass that cost on to the cities, towns
and other entities that collect bagged recyclables and deliver them to the MRF.
The County now charges a fee of $150 to the city, town or other entity that
delivers a contaminated load to the MRF. Continued violations increase the fee
to $250 and $350 per load, respectively. </span><span style="color: #36495f; font-family: "Arial",sans-serif; font-size: 10.5pt; mso-fareast-font-family: "Times New Roman";"><o:p></o:p></span></div>
